Kroq gar is definitely a bit of a savage, especially if it's late enough that he has his Carnosaur mount, but without the sword of khaine he shouldn't be soloing your armies. (That is assuming your sending a half decently balanced stack after him.)
If it was possible to get both kroq and gor in the same campaign, getting their quests and making an army of nothing but both of them and kroak would allow you stomp the entire world map with a single 3/20 stack, nothing would stand in the way of those 3, it would be beautiful.

That stack would still win because the AI is dumb and can be easily manipulated when it comes to ranged units.
You forgot we are talking about single player campaign, that army won't be facing a real human.

This right here is the answer.
OP clearly doesn't understand how melee works. Kroq-Gar can eat doots for days, and with a good number of saurus warriors, 4 stacks of doots can end up not being enough.
Kroq is high mid tier, but nowhere near the top like Kholek, Durthu or Tyrion as a fighter.
