For the fourth group it kind of depends what i feel i need and where i am on imperial mandate. If mandate is high and i can grab both a steam tank and luminark it's hard to pass those up. Still sometimes you just triggered a hostile force on an undefended border and don't have any infantry in reserve so almost have to grab infantry, even if the steam tank and luminark are calling, or you just want to grab some reiksguard and demigryphs.
Generally i am pushing hard to capture land and trigger supply drops as often as i can though, sure it means more armies popping up, sometimes in the middle of my land where i have no army.. but it's fairly easy exp if you can at least train spearmen with shields everywhere and hire huntsmen generals at level 7, then back that up with undeployed imperial supply troops.
The grenade launchers early on do tons of work too, they absolutely gut skinks and saurus, and you'll be seeing a lot of those.
