Wood Elf Confederation Troubles

So I recently started a new wood elf campaign, and things were going fine. Beat up some french guys, upgraded the oak to level 3, then confederated with one of my neighbors, but that's when the trouble started. I got the normal confederation penalty, as per usual, and waited it out, but when it ended, I still couldn't confederate the other factions. I thought that, perhaps, the timer was longer lasting than the penalty, so I waited another 10 turns, but I still can't confederate. So now I'm just sitting here, with only 3/5s of Athel loren under my control, feeling quite grumpy cause I have no idea what's wrong. Anyone else having this problem, or know of a mod that fixes it?

I have read the tooltips, it seems you haven't read my post. The Oak is level 3, and the confederation penalties wore off 15 turns ago, but I still can't confederate with any more woodelf factions.

You get 1 confederation when the Oak gets to level 3... then another at level 4... then another at level 5 to complete the set.

For OP it sounds like a bug if you can’t bribe them into confederating. In my campaign a while back I remember chain confeding all of them without an issue.

I will however admit that I'm in a strange mood today and have been a bit unkind about this, so just to be super clear...

Each time you upgrade the oak you get a single confederation option, then when you upgrade it again, you get another.

Edit: This is on top of the fact that I just said above that I chain confeded in my wood elf campaign like 6 months ago. Multiple sources show that it should be possible, please stop feeding incorrect information and acting like people are stupid.

Nope. It's pretty clear if you know where to look. The OP is experiencing a bug, but you can go ahead and keep backpedaling.

Except if this changed since WH1 the oak is supposed to allow you to confederate with EVERY WE faction in the game (provided you fit the other requierement for confederation with said faction).
So there's no "one confederation per level of oak after three" stuff here indeed.

I forgive you, and hope you have a good day. As for everyone else, thank you for supplying this information. I should have mentioned in my original post that I did eventually upgrade the tree to level 4, but I still couldn't confederate. Good news though, I think I found a mod on the workshop that should fix the bug, I'll test it out and let you know if it works.
