If the enemy did the ritual before you I would consider that campaign already lost because you must have messed up so, so badly, many, many, many, many times to have somehow let someone else perform the ritual. You should have performed the ritual and/or defeated all of the ritual enemies by around turn 100-130.
Just spam an army of 20 star dragons? Should be incredibly easy at your point in the game unless you kept to the first tutorial province and just pressed skip turn 300 times without doing anything.
I tend to stop playing campaigns at the point they're already won, but it tended to be around turn 80 or so I'd have basically wiped 1 faction out of the race and was on my way to wiping out a second. But that means theres a 3rd faction probably across the entire map still trying to complete the vortex. If I for example didn't want to sail all the way back across the world to go kill queek or kroq gar after taking naggarond on high elves, it would be pretty easy for them to go complete the vortex while I'm killing hexoatl and possibly pestilens (or perhaps I might have sailed down and taken all of that island, but then pestilens won the vortex race while I was finishing them and ulthuan off).
You really have to actively stop them. Which I could go ahead and claim is easy, but thats because I have hundreds of hours on the game and have played multiple previous total war titles, and played many rts games before that. But it seems kind of ridiculous to just assume that the OP has several hundred hours on the game and is so good at the game that he needs to make 20-30 mistakes before the campaign even gets slightly in jeapordy.
However I will say 18 star dragons, life caster, and tyrion (ideally with sword of khaine) would be incredibly easy to win the fight with.
