Cant build city at Albion?

I found Albion Ruined while playing as Kislev (Faction Unlocker), and I colonised it, but for some reason there is no option to build the capital to rank 1 and it just sits there at ruined with the bouncing hammer on it. Even the end turn thing says I have a building upgrade but it doesn't let me build it.

With other factions I could build on it (although barely worth the effort as it's bad climate).
Must be the mod, probably not updated to this recently added city.

It has green climate for Kislev, but your probably right. Would make a great staging area to guard the ocean and hit chaos from 2 sides.

I have the same issue. Did you find the cause in the last 3 years?

Wow what a necro, this was long before they changed it so there were 3 settlements and made it colonizeable. So if your having the issue now I have no idea what it is.

Did you colonize it with a full army or only a partial army? You might need enough population to build the first ruin. That or you could try using Pox Shelters in the other associated cities.

Colonising with any size of army isn't an issue as population isn't a thing in this game in that way, you need 0 pop growth to upgrade a city from ruins to size 1.
