Is there a level cap to lords and heroes?

Or can i level them up until i unlock all their skills?

Level cap for Lords is 40. Not sure about heroes but I think it's the same.

40 for both. You'll hit that long before you unlock all their skills.

Yep, 40. It would be nice if they bumped it up a bit for Mortal Empires though.
