Yes, pirate rogue armies will only ever attack the player - BUT the player's allies can also get involved if the pirates declare war on you (defensive/military alliance) or if you declare war on the pirates (military alliance). If your allies defeat the pirates, you DO NOT get the Piece of Eight they drop.

Fortunately, the pirates will never attack one of your settlements. They only sail around and engage your armies when they are actually on the ocean.

Plus they respawn so even if an ally killed them they'll be back.

On the other hand, I guess they give you something interesting to fight. Though those rogue armies compositions make them decent in a straight fight, so it isn't necessarily easy xp for other races.

as in - they will fight AI too, but only if they sail near

Not true in my game at least, I have seen AI Bretonnian and Norscan armies right next to the rogue pirate armies and yet they didn’t declare war on the AI.
