Report a translation problem
1. Mutli-race armies probably won't become a thing without some very creative and unexpected implementation of Dogs of War
2. Kemmler appears to be occupying Castle Drachenfels and was recently moved there. Blackstone Post has a unique building chain that heavily implies it is built over the ruins of the Castle
3. The big bad version of Drachenfels himself relies upon canon that has been retconned out of the lore for like a decade. An updated version of him appears in the End Times novels, but he's much weaker and is essentially one of Nagash's henchmen, portrayed as a necromancer on the level of the other currently existing legendary lords. Definitely a threat, but not the cartoonishly powerful version you are referring to
In the years since the character was introduced, Nagash sort of supplanted him as the big evil necromancer supervillain kind of character. If we get a version of Drachenfels, my guess is it will be based on the weaker version that works for Nagash or possibly as a second character summon for Kemmler sort of like Krell. IE, if you get the unique building chain done, Kemmler is able to summon a bound shade of Drachenfels who is essentially a caster version of how Krell works, maybe with access to some of the Daemonic magic that we will see in the third game.
Most likely though, he's just going to end up being an obscure bit of lore that is referenced to fill out the world a bit, but doesn't appear as a playable part of the game
ETA: The original version doesn't make a lot of sense really, especially with how the lore works now. The reason he has Chaos units is because the Ruinious Powers send him tribute because they are supposedly like scared of him. It's really bizarre
As soon as the Auric bastion falls, he teams up with chaos, then has a battle of wills with Mannfred for control of the latter's undead troops. He wins easily, and then leads a combined army of chaos demons and undead to try to kill Manny, Vlad the Dad, and Luthor Harkon.
It's actually a somewhat humorous situation, as you end up with three vampires trying to hold out inside an abandoned inn against hordes of zombies and chaos demons.
If CA does add his End Times iteration, I could see him leading a mixed undead/chaos faction, but his updated lore leaves out the Greenskins sadly.
Sadly the chances of him being added are quite low, but there's still hope.
Everything about him is so dark and epic.

It's german and literally translates to Dragonrock/Dragonstone.
