Given Belegars red skill tree you're best off sticking with your ghosts, dwarf warriors (although Ironbreakers are still much better) as a front line and having lots of Bugmans rangers and some artillary. That army takes apart pretty much anything.
A crazy army build that is lots of fun and works really well is as follows:
High King Thorgrim - upgrade his missile units in red skil tree, histhrone of power's ability is vital
Engineer - with all army upgraddes for missile units, keep at the centre of your line
Runesmith - keep at the centre of your line
4 Thunderers - These will be your front line
4 Quarrellers - These will be your second line
2 Organ guns - Stick these on the wings of your Thunderers
4 Ironbreakers - 1 unit behind each Organ gun and 1 on either flank
2 Hammerers - Reserves ready to go where ever they're needed
1 unit of your choice - I like the ROR grudgethrower behind my quarrellers to lower enermy Ld
With the Engineers skills/abilities and elite troops you'll find that most enemies fail to even reach your line. You can quite literally out shoot wood elves. The Runesmith's abilities and the High Kings throne and abilities like Stand your ground mean that enemies that do reach your line take an age to do damage to your Thunderers in melee giveing your IBs and Hammerers time to finish them off.
Yeah that would work well. A front line of IBs and Bugmans rangers behind would be devestating. Belegar can't upgrade IBs though so its not playing to his strengths but IBs are so good as it is it doesn't really matter.
Try the crazy army build if you have a chance. Its very satisfying seeing Grimgor and his entire army pretty well killed before they even reach you.
Make sure you keep your line of Thunderers short enough so that the Engineers ability that ups their reload rate affects all of them.
They are tanks, coupled with arty and ranged units they will hold the line and fight to the last man. Expensive af though but worth chucking a few in any army.
Yeah it depends on A. doin as much damage as possible to the enemy before they reach you and then B. the extra armour, damage resistance, melee defence and physical resistance the smith and High King can give your troops.

For Belegar or a Runelord I'd stack master engineers and Bugman's rangers.
