She just looks hot. Some modder plz make a grotesque/creepy looking skin for her. So I can bear using her in my army.
She's supposed to look hot. Considering how ugly most of the female characters are in this game, she's a miracle.
So, I can really only partially agree. People see a part of a design and think it's not horrifying enough and that is in this case true. The humanoid remains are still supposed to be pretty for the devs, while the people wanting it differently do think it's wrong, because of the "Goddess wanted 'em really ugly".
The thing is, as said, if any ran into them, probably all would be terrified and not ask her to cover up - because the overall look of the Medusae is pretty ugly indeed!
It probably also has to do with personal perception of what information is conveyed with "Made ugly", if I made something really ugly, I would also aim for making everything ugly, while the current design fits the past of the Medusa just as well.
All in all I think it's a really good design, but ranting about that "this is having a sliver of femininity or something and that this is the bad thing" is completely missing the point, while the point is as big as a barn door.
