I'm also not sure, why you use that picture as reference. She seems to have very smooth skin and is even bare chested there. The face is potentially a bit more wrinkly than in-game, but that's it.

Different cultures, different opinions. No need to constantly get your pants in a twist about people getting their pants in a twist.
I favour it the way it's done, too. Simply because it's safer and probably most people still think the female chest is more sacred than a male one.

Keeping in mind that the gore comes from external DLC, seeing basically no blood, mutilation or kill moves which are considerably more violent, the 16 is a fitting thing. Adding explicit nudity would raise that to 18, too.

All that remains without the DLC is just a battle simulation with deaths and some monsters here and there, which aren't that scary to begin with or even set in a situation, that would instill the same fear as horror movies or games rated 18.

Also, note that the only bare chested males are barbarians or crazies in this setting, too.

It's the point of visualisation.

If you saw what those slaves looked like and had to do and how hard they'd have to work, just to die at the end, because no ones cares for them, you could place a guaranteed winning bet that it would be 18+.

That it's just a number going up or down, probably 90% of the people don't ever think about what it actually is. Your mind not even being pushed into that area, not being aware of it, not really affecting you in any way, is what makes things like these not as much of an issue in pretty much anyone's point of view.

Also, like I already said. In some countries, certain body parts are still more sacred than others. This is the logic behind it. It's not illogical, that some countries see it as more sacred than others and that not everyone should see it. You should be more understanding.
