Has of fantasy he is only a minor chaos god, so doesn't have the ful range the four main gods do

But like all gods of chaos, their power levels vary depending on what is being done in teir name to a world and by their followers.

Like take Nurgle he can become has powerful has Khrone depending on factors, its relaly the same for any god chaos or not.

Well, pretty strong, to the point that he created a race, and after the warhammer fantasy world was destroyed he replaced Slaanesh as a actual Chaos God.

Also In TW:WII, him coming to the mortal plane of existance pretty much spells doom for everyone other then the Skaven.

Also, as Toaster said, god power is usually in flux depending on whats going on, the Great Horned Rat is usually just a greater demon in power, but given the chance he is strong enough to usher in the ratty apocalypse, hail the Great Horned Rat, yes-yes.

Granted the two terms are interchangeable, a lot of the big bad demons who are not align to the big four are greater demons/minor chaos gods, the father of darkness and the horned rat are just the better known minor chaos gods/great chaos demons

Yea, usually when people say "chaos gods" they refer to Khorne, Tzeentch, Slaanesh, and Nurgle, everyone else is small fry, the Horned Rat counts as a major minor chaos god, a greater demon ascending, and will eventually become one of the 4 in AoS.

He became trapped somewhere between the realms, captured by the aelven gods between Ulgu and Hysh.
