Research rate doesn't matter
So I'm playing as the high elves and have made it to the epilogue to finish grinding out the last few faction achievements, namely the one for 50 technologies. Through a combination of buildings, lords, and heroes I am totaling over 500% for my research rate, and everything still takes the same number of turns as at the beginning of the game, military techs take 2-3 turns for the first one and 6 for the second. What the hell?

So end game techs take the same amount of time as starting game techs?

I assume end game techs take much longer than the earlier ones so with 500% research time that sounds about right.

It does. Having them take the same amount as initial research is a good thing. It means your research rate is higher.

Well that answers OPs question. Research rate is very relevant.

If you wanna get the good ♥♥♥♥ faster, yea it matters.
No, that's not what I'm saying.

There are several low teir techs that I decided were unimportant and so left unresearched in favor of other more useful techs. At the begining of the campaign tech A took 4 turns and tech B took 6 more for a total of 10. This was at 100% research rate this was around turn 20. At the end of the campaign (~150), when I had a research rate of over 500% tech A and B were still unresearched and still would take the same amount of time to complete (4 and 6 turns respectively)

Have you tried researching them yet? If you haven't it might be a number generator bug (like the level 92 for lords). If it did really cost 4 or 6 turns then it really is a bug. Because it should have been 1 or 2 turns to research.

Yeah investigate it and if it is a bug file a bug report.
