Easy way is to add Regen onto an item exclusive to Kholek.

Or you could make it a lord passive abilty.
Its a bit work, but i think it should work, unfortunatly as chaos you need an npc to rebuild it.

On a second thought it might becomes a bit too much work as chaos. Depending on how far you are with buring everything down.
Chaos corruption in the area mustn't be high else you get chaos rebels.
Yeah, I thought about this but it would be awkward if not impossible.
It's a quirk of how rebellions and corruption interact regardless of who you are playing as. High Vampiric corruption? Always random vampire armies. High Chaos corruption? Always random Chaos armies. High Skaven corruption? Always random Skaven armies. Try resurrecting the Von Carsteins whilst playing as the Vampire Counts (or vice versa) - it's a no-go until you get the Sylvanian province's Untainted level to 50% or greater before a rebellion starts.
