Those extra spells are there.
Having some offensive spells on a primarily defensive/supportive lore is quite handy (or visversa)
For example high main + air minor would give you a bombardment spell to go with your wind and single target attacks while keeping a little bit of buffage from the two too
In my experience Mages in campaign don't shine as much as in MP. They aren't strictly bad and they will carry their own weight, but often with beefy units/elite unit spam that the AI loves to do, a lot of spells are useless. Also, you can trick the AI into unfavorable engagements a lot of the times. As an example, let's say you want to fight Dragon Princes vs Grail Knights. Grail Knights have the advantage, but a good charge by the Dragon Princes can make them win. You can then bait the AI into charging a unit of Reavers or a Lord/Hero, something a smart player wouldn't do but the AI will. In MP you could cast Pha's Protection as an alternative to outsmart your opponent and bring the DPs on equal footing.
