Flying mounts aren't that commen, yhea they are one of the few races that has them in mass, but it is still quiet expansive and sustaining it is another thing as well, since pegasuses are carnivours.
As for living in WHF, I would say skink priest in either itza or hexoatl, some of the best defended places in the world and some of the best job security their is.

Worst: Lustria. Ruins. Everywhere. not even skaven can breed fast enough to repopulize the area in a reasonable fashion.
Second worst: Nagaront. We like planes :) but everything is mountains... sucks to be us.
Best: Silver Road or Bretonia. Rich, well defended, capable warriors to keep you save, working goverment and industry, vs idyllic village life, guarded by a huge forest of knife ears who will murder you if you break a twig but will not care about you and keep the nastys out if you play nice. Good deal.
They might even have healthcare....

But probably still not as bad as chaos wastes. The best you can hope for is a chaos hound or some beast mauls you to death/eats you before any humanoid gets their hands on you.
Though on second thought, given they're, well, Skaven, they’re just as unfortunate but perhaps not quite as deserving of pity..
