All sea battles are auto-resolve, and auto-resolve is terrible. Fight your battles on land where you can actually control your army.
They just wanted to focus on land battles because that's also what WHF is about.
Sea battles would add rather little but would take serious additional funds to implement in a coherent, fun and interesting way.
Sure they could be fun, but personally I hated them. Could play them in Shogun as well as in Rome and while I loved landbattles, their equivalent on sea was just a huge ♥♥♥♥♥♥♥♥♥♥♥ for me.
Though I kinda liked the landing of troops from sea in city battles in Rome, that was kinda cool tbh.
