Vassal has always been a bit hard for CA to get to work properly(aka not having my allies attack my vassals....that still induces rage)

HOWEVER the idea of vassalizing is that they give you money amd you take over their defense. If your strength rank declines they can break vassalization and declare war on you. That's what happened to me. They broke vassalization only 4 turns later.
I went back, kept military alliance no vassal, and it was much better VC are all but destroyed this way.
Only make vassals of very weak factions. Yes it works.
You are using above mentioned diplomatic options mod.
So yes I tell you that it's not a vanilla behaviour.
I'm not using any mods either and can confirm that I was able to vassalize lothern as Settra (as I did with Khatep and Khalida)

Well in that case I of course apologize, my previous statements were wrong.
They were happy to pay 5k gold as tribute each turn, before they broke the treaty after ca. 20 turns for no obvious reason (guess they just asked themself “what have the roman... er tomb kings ever done for us?“) ... ungrateful elv-things
