Not quite the final stage. Actual mechanic implemented in the game, apparently.

+100% weapon strength for Chaos chariot units in Lord's army

Settra gets a similar unique buff- +10 Chariot capacity and +10 Armour for Chariots in his army if he defeats Surtha Ek.
