Right now I have a single sub settlement that I used as a staging area to help my allies, now its surrounded by allies and I dont want to fight them to gain control of the region(why would I after busting my nuts to help them). I can still trade with them if I dont have it and I imagine it would be helpful to them if they could issue commandments so id like to give it up or give it to them.

Well if public order goes down eventually there will be a rebellion. If it keeps going up, then just leave it as it is. Either some enemy takes it, then you can raze it, or eventually your alliance will break and then you can take the whole province.

Anyways, no mod I know of. It would be good for co-op, since sometimes, quests have made you take a co-op city. I think they got a safety net now, though, with changing the quest then. It would feel a little odd in Warhammer, being able to trade land, but in some instances, with certain factions, I'd take it as a valid option.
The conspiracy theorist in me says, that they are planning to give a trade land option to a specific future faction, as a distinctive feature. Maybe a horde faction, that can give territory to an ally or an NPC faction, that builds stuff for them, that is never able to break the treaty, but you remaining a horde. Some kind of symbiosis-playstyle, so to say.
Sounds like that could work for Dogs-of-war.
You'd be working for other factions for pay, and any land you conquer you'd prolly hand over to them.
