Damage building has very limited use. The only time it's useful is for damaging AI's recruitment buildings. On Legendary difficulty, the AI can spam so many units per turn and damage building works to counteract that. Still, it's quite a bad invest of points.
Damage wall has a bit more utility. It creates breaches in the wall during siege battle. This is a nice skill if you don't want to build towers or don't have access to siege weapons.
I usually pick up the damage wall skill and don't bother with the damage building skill.
You might also check the % chances for it though - if it has a good chance of success it might be worth spamming mainly to level up the hero quickly.
Damage walls though is pretty fantastic, especially for races with poor siege weapons or none like the VCs.

Yes, I'd be so happy to see 2 heroes blazing a trail through my settlements deleting my tier 5 buildings while I'm on the other side of the map fighting. Get out of here with that.
“damage walls” does what it says, it makes attacking walled settlements easier but it’s a bit random
