Norsca cannot occupy
So... after all the humbug last year when they removed regional occupation restrictions they port Norsca over from game 1 to game 2 without actually updating it so that they can occupy places as well. What the hell?

Why is it that every race can occupy every settlement... except for Norsca?

How is this reasonable?

i think it is good like it is. it is a game mechanic for norscas you need for the chaos gods and makes totally sense.
It wouldn't bother me I global recruitement didn't take 5 turns to recruit a basic unit

The whole point of Norsca is that they can't occupy most regions...it is like a mechanic for them....Would you want Chaos to occupy lands as well? You need Norsca to raze for the gods not occupy, they only occupy their lands in the north. As for recruitment that is why you get the ports and major cities to use as front outposts. That is how they work, why do you want to change them? Also if they could occupy everything they would break the game after a certain point onward.

Personally I think it's fine. Don't really need all the races capable of occupying everywhere. It's just one of the things you have to consider when you play Norsca.

They went from the factions with one of the most interesting settlement and occupation system in WH1 to one of the more limited ones in WH2.
