I phased out ground archers for outriders, besides if Outriders can't catch them, I don't see how foot archers would?

You don't chase. You zone them out. If their ground force goes down, you can ignore them happily.
My experience has been the opposite. I admit Luminark is not as strong against Bretonia and Dwarves, but it was incredible against Tomb kings and their scorpions and Sphynx's. A true game changer, and at times I felt it was a bit OP to have their amry leaderless and without monsters by the time it crossed the desert sand to my front line. But yeah I struggled to find a use for it against the dwarven army.

I went back an re-fought the battle and just ignored the gyros until they came up to bomb and shoot, and my outriders easily dispatched them, and my wizard enjoyed lighting them up with fireballs.
