Also, abuse the Vampires' powerful AOE spells since Elves have tight unit formations.
Lots and lots of vampire's.
The high elves have nearly no armor piercing.
Vampire's can simple murder and outlast them thanks to blooddrinking.
Having one or two trow the black orb of death spell will help against blobs.
General speaking when facing high elves i bring highly armored units to the fight.
High elves are a defendsive faction.
High leadership, good mage's, good melee defends.
As vampire's you are going to have to either outnumber them or outlast them.
Vampire counts are also lacking in the offensive department(relying more on breaking enemy leadership which doesnt work very well against high elves)
Bring a second army with nothing but zombies. Send them in to soak up all the arrows. Then smash face with your elite troops.
And along came the Sisters of Avelorn and their magical armour piercing long rage flaming bows ... ^^ Though at least the AI probably won't field them too extensively
Multiplayer: Red Duke for lord sniping (El Syf + steed) or Mannfred for magic spam (Spirit Leech, Fate of Bjuna, Invocation of Nehek, and Raise Dead).
HE has a lot of anti-large options, so you may be forced to fight with infantry. Which can be totally fine, use Skeleton Warriors in the front to form a screen vs. archers, a secondary line of Grave Guard + Sternsmen to do the main fighting, and Skeleton Spearmen on the flanks + backline to rebuff any Reavers or Dragon Princes. Your win condition would be the Mortis Engine / Claw of Nagash, just don't forget to spam Invocation of Nehek over it, while pressuring any archers with zombie summons and flanks.
