i'm not seeing which city to build this in. can someone point me to the one i need?

Look for settlements with the Strategic Location Marker near them. If I'm not mistaken it should be Ka-Sabar

I've only been able to find the southern 4 near the starting area. Any help with the others?

yep. all the ones you need are in the area where Settra is. you will find them all in that desert region.

Settra's pyramid is the only one that matters.

depends if you're going for long campaign which all matter the black pyramid of nagash is the single building you need as well
