That said, you're right it can also be ridden as a mount by wizards. Maybe it's a limitation of the engine to make something a mount and also let it attack ground.
I'll update my initial post to ask if this can be changed since that's really what I was hoping for here.

This is an excellent question. I did try to mod this myself and yes it seems to have to do with it being a shooting mount rather than a controlled artillery piece. So the answer to your question no, not by normal modding means. However I'm sure CA could easily create a work around if they so desired. I think they may argue though that the casket is not a controlled weapon, rather just a box of souls that randomly wrecks havoc when opened.
