otherwise provinces with 4 regions could stack up to 120 which i doubt the devs were dumb enough to do
and yes its pretty broken. through the nuke raises discovery by 80 while also costing 500gold maintance with 15turns to build the nuke.
so while its slow i dont see many ways to counter it if they go full concealment first before doing so. but it costs alot of gold to get that going
200maintance from one of the upgraded concealment buildings. the other one only drops all visibility of the region so its not too bad. for a total of 80 concealment which negates the nuke discovery penalty.
so you will need 7 agents + the discovery building to find the nukes. or 10 agents if you dont build the building
overall they have to spend around 15k gold to destroy any one of your cities but that can be very crippling (will take at minimum 16 turns if they full rush it. maybe longer if they build the nuke after the concealment buildings)
through im not too familar with how player vs player campaigns go. so maybe the gold hits really hard for skaven players to take advantage of if they want a reasonable sized force to compete with their opponent
