But yes, since Anlec is a dark elf citadel through and through in the lore, even though it's in Ulthuan, it is not a place where HE live normally. Every times DE invade they build it back using black arks, and every time HE push the DE outside of ulthuan they raze the citadel to the ground.
Anlec has a very sinister reputation.
That's because Avelorn till the Twilight sisters update was just a normal region and hospitable for the Crone.
It's one of the many oversights that happen when a new DLC comes out.
