How to build Black Citadel of Anlec?

In the victory conditions, it says "Ensure that 1 of the following buildings have been constructed: Black Citadel of Anlec"

How do I do this?

not for Alith Anar.
But yes, since Anlec is a dark elf citadel through and through in the lore, even though it's in Ulthuan, it is not a place where HE live normally. Every times DE invade they build it back using black arks, and every time HE push the DE outside of ulthuan they raze the citadel to the ground.
Anlec has a very sinister reputation.

But its uninhabitable terrain for all Delf factions, is it not? Like how Hellebron's requirement to get a t5 building in Avelorn is a bloody nightmare since its Magical Forest instead of Temperate Island, making it take absolutely forever

That's because Avelorn till the Twilight sisters update was just a normal region and hospitable for the Crone.

It's one of the many oversights that happen when a new DLC comes out.

Oooohhh I never noticed this wasnt always the case! It sort of makes sense that Avelorn is a magical forest, actually, but boy oh boy is it frustrating when playing Har Ganeth. I guess since Har Ganeth has only *3* habitable terrains one could mod in Magical Forest, but yikes

Yeah, in the Naggarond campaign I did a few months ago, I had all other victory conditions done for a while before I finished building it.
