They are part of the dreadfleet game.

And dreadfleet was a very small side-game from 2011.
So basically no, the race was pretty much cobbled together from snippets of lore taken from here and there.

Yes. White Dwarf issue 306 had history and army list (that's June 2005 issue). I can't remember when the Vampire Coast initially was a "thing", since there were no specific models that I recall and I don't remember them in Man O' War (GW's original sailing ship minis game), but I do recall references to Vampire Coast on maps and a vague blurb about zombie pirates, but not anything fleshed out until 2005.

As Father Ribs said, yes they are. They had numerous mentions in the lore prior to their official roster in the White Dwarf, and it was official. It could be used in official TT tournaments, but due to it's lacking models requiring you make your own... I doubt besides the guy who made them to be featured in the White Dwarf anyone ever did.

Which is why they were rightly picked over any other half-mentioned faction that had no roster like Albion or Amazons.

They are sort of in the same category as the Fimir. Phased in and out of popularity and inclusion in the wargame, but were always part of the fluff.
