You only need to build if you know there's an under-city in your regions.

How would I know that? I thought the purpose of that building was to specifically find out whether there is one?

By looking for skaven corruption. You build them when you have a suspicion it's there, otherwise you'd have to devote a build slot in every region to them.

One more questions while we're at it, I've always wondered this but can't figure it out by googling. The winds of magic power reserve followers, do they work on Lords? For example in an army led by Karl Franz, with an embedded Wizard, does it increase the Wizards pool of winds of magic if I have a follower on Karl Franz increasing the reserve?

Its easier to just kill them off :p no need for undercity detection buildings that way.

In ME I never see skaven survive and even if they do have a lot of regions, they are somehow weaker than a 1 province Empire faction

This would make it far to easy to destroy the undercities. They are already very easy to destroy, let's at least require some resources or effort to actually find the things.
