Towards your issue, OP:
Use SaveParser to edit the save file and you're able to put it to as many as you like.

I mean, sure I feel your launcher issues, weird cause for some it's really persistent. Buuut back 2 topic please.
And no there are no ini files to change any mechanic. At all.
@OP what Whoopar said. Save Parser is the only way, mods can't achieve that.
What would be really cool would be if it could be gated by faction and then you could lower the stack limits on elite factions like Dwarves or Elves and keep it at 20 for cannon fodder armies. Then you could jack the combat stats and upkeep up on the armies with lower unit limits and have it feel a bit more 'Thin Red Blue Line'.
But, that probably won't work and it would be a lot of rebalancing anyway.
Idk why it's not moddable or why it cant be an in game slider option like unit size...

OP - just make sure that you actually click the button within Save Parser saying "max units in an army" on the "Edit - Global Tab" before saving. You're not going to have to search through a bunch of tables to find it either.
Now it's time to check out some unit size increase mods.
Unfortunately, it doesn't seem to be faction specific as it's a global setting.
Yeah, I'm wondering about how to handle this, especially as I'd like to use SFO (which has beefy garrisons as a rule). I don't mind the garrisons being more intimidating in theory, so I could see maybe just using an upkeep reduction mod, so you have a larger number of smaller armies and need to pool them together to make any headway with sieges.
Probably best not to try a maiden run of this one with SFO, though.
