2) The Vampire Coast, unlike any actual horde faction, can take and control land. You have to be encamped in order to recruit RoR for the Warriors of Chaos and the Beastmen because they cannot otherwise recruit anything. As the half-horde mechanics of the Vampire Coast seem to take precedence over their ability to settle or capture places, they too must be in encamp stance before they can recruit their RoR.
3) It is still unintuitive though, I'll give you that.
I think this is extra-clunky because IIRC at sea the Vampirates are able to recruit without going into a 'sea encampment stance' (which doesn't exist).
But yes, essentially this. There are also a handful of variables I've noticed allowing you to recruit directly from your ship at different times as well, which I sometimes can't keep up with and make up for with some lazy raise dead. All in all, the Vampire Coast faction has some kinks because of its unorthodox playstyle, but I will say I am VERY MUCH enjoying them, and they're well worth the DLC at least on sale if not full price.
