Was it a province you occupied of theirs? When you occupy a settlement the original owners populace will always remain. If you conquer any Norscan settlement there is +3 chaos corruption from local populace. You just have to build something that has untainted to counter it.

Usually the best way to 'neuter' this is just to build an anti-corruption (+untainted) building, maybe turn taxes off if it doesn't make you money, and forget about it :P
