Well Kurt Helborg features heavily in the book as an active character.

Ok, that's an encouraging news - I hadn't read it. In fact, I didn't like Gelt getting his own faction at all, so perhaps Helborg can compensate. And if Ludwig is implemented as well, then I hope as a Hero, not Lord.
Well the fact that Lord Kroak and The Green Knight are hero classes is an encouraging thing that Ludwig might be a Hero.
I would argue that the novella is likely a good indicator. Seems pretty clear, actually.
And I'd argue that sometimes the thing people want doesn't end up being the the thing we get, I'm not making assumptions, it could really be anyone, best to wait and see who are the old friends, then celebrate.
It could be Kurt Helborg and Ludwig Schwartzhelm, but it may also not be.
So who's your guess? ;)

I'd be overjoyed if Empire got two characters - especially those two.
Considering WHFB is dead, and this novella was written exclusively for the game, there is more than simple bias at work here.
The novella encapsulates many aspects of the upcoming patch, not only Helborg and Schwartzhelm, but also the new greenskin and wood elf factions, the diplomacy mechanics, etc. It's rather obvious.
Hype is actually pretty dangerous when a massive number of people believe something is certain and it ends up not being that thing.
It seems obvious to you, cause to strongly believe your opinion is set in stone, while mine is flexible, not biased, and I have nothing but anticipation to find out who the old friends are, that way if it turns out we where wrong, we can avoid the disappointment.

But what is normal about this situation? Why release a novella at all? And after the initial DLC announcement, but before the OF announcement?
