Why are Vampires part of the new Elector Counts?
Does this mean Vampire can the leaders of the Empire, WTH?

Nobody in the Empire really likes to talk about this. You see if your a peasant in the Vampire Counts territory how do you know your country is not just fighting a Civil War or a Revolution? Why our Count Von Carstien is in line for the throne of the Empire after all but that usurper Franz took over, we have to work hard to get food for our armies to win this war.

If you read the info then you'll see that as the Empire you can kick out the vamps and take the land for yourself and put your own leader in its place.
So no, the vamps are not part of the elector counts. :)

Sylvania is technically an Empire province, so when you take it over you can install a new Elector Count, same goes for The Wasteland.

It's just to represent sylvania as it is an empire province.. you are intended to destroy the vamps and seat someone there to rule over sylvania

Vlad Von Carstein married the daughter of the last Elector Count of Sylvannia, and at some point attempted to dominated the entire empire. It could be said that his line has a place among the elector counts...

No. Slyvania occupied by the vamps, and marienburg, occupied by marienburg are considered succeeded territory at the start. Once a region suceeds it's no longer considered empire faction. You have to go to war to reclaim that territory. Other provinces can also leave the empire if angered, and you'd be forced into war to reclaim them.

Mannfred is the former Elector Count of Stirland so the theory goes.

Vlad married von Drak's daughter, which technically means Mannfred has a matrilineal claim on Sylvania.
Sylvania is de jure part of Stirland, hence Mannfred also has a lawful claim on Stirland's elector count.

Next VC update, Vlad will have a new sort of campaign. The election campaign. :D

The von Carstines when alive were elector counts but since they became vampires they were expelled from the empire..... Vlad still considers himself not only an elector count but also the rightful Emperor.

Not really. Vlad, or Vashanesh as he was known in Nehekhara, married Count von Draks daughter Isabella after already having wandered the old world for a couple hundred years. The Von Carstein line are his undead descendants.
