Norca can't occupy Ancient City of Quintex

I've started a Norsca migration campaign, aimed at migrating to Skeggi, and occupying Quintex on my way. I thought Norsca could occupy all major race capitals, like Hexoatl's, but for some reason I only have Sack and Raze options available at Quintex. Is that intended?

quintex is not the "Major" capital of the dark elves naggarond is so yeah probably intended

Oh, so not capital per "LL", but per race, right, d'oh.

Yeah, I imagine it's about 1 per diplomacy category. Because you can definitely occupy Kislev.

Non-port places that they can definitely capture include:

Hell Pit, Kislev, Castle Drakenhof, Couronne, Skavenblight, Karaz-a-Karak, Black Crag, Khemri, and Hexoatl.

I don't think they can capture Avelorn, and I can't remember if they can capture the Black Pyramid of Nagash. All the other major capitols are ports. They cannot capture any part of Athel Loren, not even the Oak of Ages.

There should be a little icon next to the settlement names that indicate which ones you can occupy as norsca.
