Also, sure 100 xp is not a big deal but level 1 to level 2 is 900 xp, 9 turns will kick you up a level. It might seem like nothing but early game, that means a big deal. That level 1 lord with no army can sit in the garrison and wait 9 turns. Otherwise, he can wait 20 turns and if he can't win a battle, he stays at level 1 forever.
LZM Saurus Oldblood lords currently are all recruited at level 1, at most level 3 with tech, or level 4 with one special landmark building in Hexoatl. Sure, we can all say, just recruit the Slann, they're so good now. They are, but for monster armies, I pick the Oldbloods because their Blessing of Itzl gives -25% upkeep for most monster units, and they themselves ride Carnosaurs. Meaning I can bring them as the battering ram army in sieges, and Slann lords with their infantry armies to storm the castle.
This means I need Oldbloods, so I need to level them up as effectively as possible. This little bit of xp can help that, so why not... Better than nothing right? :)
[Edit:] I can understand if you play a higher difficulty, you won't hire a lord and sit him in a castle due to +15% upkeep aka. supply line. But anyway...
The amount is fairly small, but it does mean that if you're recruiting a new army it's worth putting them in the garrison for however many turns until the army is filled. It's also useful if the lord is like, 1/20th of the way away from leveling.
If you just want a new lord leveled, find a weak faction and have the new lord bully the hell out of one of their minor settlements. Just keep sacking it over and over every turn (and either encamping to heal or raiding if you don't need the heal so you get bonus EXP), and that lord will level up very quickly.
If none of your characters are getting XP, it's a mod issue.
