CA does this because they have their own forums and support run through TW Access rather than through Steam's forums, so they want to encourage users to use their service. In addition through the signup they get the option to ask you to allow them to send you their marketing emails (there really are not many) to the email you register with - so its a means for htem to market to you as well.
If you want a fast link just start the game then click on the DLC tab in the main menu of the game itself (not the launcher); it will show Gotrek and Felix (and a few others I suspect) and if you click on Gotrek and Felix it will open up the webpage for you (you still have to sign up of course).
In addition its not the only reward. There's Regiments of Renown for free on the TW Access site as well. There's also at least one Warhammer short story, some backgrounds and such. The regiments I believe are for TW Warhammer 1 armies (which are also enabled in Warhammer 2 just like all the other Warhammer 1 content and DLC that you might own). Of course if you don't as yet own TW Warhammer 1 they won't have any effect until you do own it of course.
Look on the bright side, you can get the free "30th anniversary regiments of renown" DLC as well (also only accessible through total war access).
