Anyways, you're going to have to just focus all your efforts on wiping them out. You are going to have to venture farther north past the ports. It's going to take awhile if you want to avoid attrition.
That said it sounds like you need to commit a large amount of forces to the region to account for an opponent that currently sounds like they've got more forces and thus more capacity to skirt around your armies.
Another option is to simply take and populate the cities with a view that you don't care if they rebel nor if you lose them. Just to slow the enemy down. That said an army iwll lose more units repopulating a razed city then they will to basic defenders.
