Legendary lords tend to be better off doing the former(As they tend to come with a whole bunch of unique perks to pick up, oftentimes turning them into army-killers on their own) whereas e.g. a princess with +ranged damage armywide could well benefit from basically going all-out on buffing archers near her for maximum damage output.
Or mod the game and choose it all, it's up to you really.
