Skaven warlock engineer question

yo - haven't played the game that much (yet) so I'm a little confused here

I got my hands on on this nifty skaven "doooooom engineer" who says he can make a warlock laboraty in a settlement

now, I've got settlements with building slots availiable - but... how do I make the little munchkin build the darn thing? I can't seem to make it build it.

Its not in one of your own settlements. He can establish an Undercity in a settlement that is of a different race. That Undercity comes with a warlock labaratory.

You build it under an enemy settlement.

Do note that hes only intended to be used to create an earthquake to damage the enemy walls or to build that lab under their city. either one will kill him right after though because he can only do those two things you arent losing much

Also don't use it on a settlement that you'll take any time soon, the point is to send him somewhere quite far away and start to expand your under empire there, while expanding your normal empire at the place you started; because if you take a settlements that had an under empire under it, you'll lose the under empire buildings by taking it.
