How to get The Stuff of Legend achievement?
Apparently, it does not mean winning a battle where the enemy has 10 times the number of men you have, because I have soloed armies several hundred strong with Kroq-Gar and it still hasn't unlocked. Any ideas how to get it?

Perhaps the ratio hasn't been at 10 to 1 for you yet. For everyone 1 of your men, the enemy has 10. Just keep trying! =D
I can assure you it has :P Earlier I used Kroq-Gar to kill 681 Vampire Counts troops.

I just killed 301 elves with 20 carnosaurs/stegodons. so clearly, it has something to do with being outgunned 10-1, not necessarily outnumbered.

It is certainly depends on power ratio you get pre-battle. You need it to be very low for you. It also worked that way in the first game.

I can confirm it's not based on numbers, but on the power ratio (i.e., yellow-red bar)

I got the achievement in a 20v20 battle where the enemy had high tier units and a high-level legendary lord while my army was made of entry level scrubs with a rookie lord. I used a natural map chokepoint to my advantage to ourgun (err... outbow) the enemy blob.

I guess it's the cost? I mean carnosaurs cost loads more than few spear men.

It's certainly to do with how outgunned you are, I got it with this battle:

Outnumbered only a little over 5 to 1, but we're talking 3 elite skaven stacks against a raw garrison that had never fought a battle before. Pyrrhic victory my arse.

Its easy to get in sieges. I frequently take cities defended by 40 units with my army of ~10-15 units, and i could do with less to be honest.

Create wall breaches with hero on the campaign map; take out enemy shooting tower, parade your lord in front of enemy archers until they run out of ammo, pepper wall segment with your archers to reduce key melee units to half health. Scale walls with your elite unit and 2nd lord or hero, take a segment of wall; terror item on lord helps; put your own 2-3 units of archers on the wall segment, slaughter cav below, mop up weak units with your dragon, force chain rout. need - 1-2 arty piece, 1 lord, 1 life mage, 2-3 elite melee enits, 4-5 archers, dragon or two. Reduce number of archers until you get 10-1 power ratio.

Cheesy I know but works all the time. Lord has to be fast, on horse, with speed banner, and you should have a healer hero just in case vs armor-piercing archers - some arrows DO hit. 2nd melee lord helps a lot in taking walls with less units, he is like a killing machine up on the narrow battlements. Think gold-chevron swordmasters + fully leveleed melee high elf lord vs. half-dead units of whatever on the wall - seaguard, chaos warriors, lizards, whatever. Chop chop chop! And your life mage, with arcane conduit, thats endless free mana if you are patient. Kill a unit, heal up, regen for a few min, rinse and repeat. AI is stupid.

Another way to get 10-1 ratio is with heroes only - no units. A lord, and a bunch of mages with arcane conduit - like what vampires used to do with warhammer 1. Arcane conduit and no time limit is endless free mana for healing or killing spells. I think its 10 mana reserve per conduit ability or something. Anyways, 6-7 mages feed you your mana, and you just go to town with dwellers from below or something systematically.

Maybe you need an army, not just your lord ? I don't know for sure but it would make sense to me since it would be fairly easy to unlock it with such lords as Kroq-Gar.

As for how I unlocked it myself, I got it yesterday while desperately defending Dagrak's End with only a small garrison of dark elves VS 2 full stacks of Skavens during the final ritual.

The garrison survived surprisingly. But I think it was mostly because of 3 things :
-The game was nearly over, my troops were overpowered by all the researches. (ex : the garrison had only 2 units of dark riders as cavalry but these had a speed of 102, making them crazy effective at avoiding damage and dealing with artillery)
-It was a defensive fight with my side of the map being a huge hill with no vegetation over it and only sparse woodlands down below, so they had a long way to climb while under darkshards fire.

I got that achievement when I was defending settlement with a lizardman lord and some saurus warriors + tier III settlement garrison against 3 skaven stacks.

Combat ration at 10-1. Numbers mean nothing. I just got it yesterday from an Ork boss leading an army of Trolls and a Giant. He had FEWER guys than I did and I got the achievement.
