Take the city you want and dumpster a couple of his armies, you should be able to negotiate a Peace Treaty then ;)
I am also considering going back one save and just stabbing them in the back once I've taken the elf-thing city in between our areas, but I wouldn't want to take the diplomatic reputation hit just yet... Then again, those lizardmen are starting to hate me despite our non-aggression pact (made to get a quest done) so I'm not sure if Queek would have much use for good reputation any way

Is this a bug or a feature in the game???
Went to the other continent, encountered Clan Mors, quickly made military alliance with them, cleaned most of the continent of other factions, so Mors was not in any immediate danger, and was even expanding their territory and army. Went to the diplomacy screen contemplating declaring war, and saw that the confederation option was green...
It's so random
It took me 85 turns to confederate them, around 150+friendship. It would be just better to sack and raze their cities in the first 15 turns and get use of their goldmine. Confederations are waste of time.
