It is so that you know which foliage actually covers your troops. For example, if you see some trees that are all bark no leaves, you know they don't provide stealth coverage. I hate it when I have to zoom out the camera all the time just to check the tree, then place my unit in there and not see the stealth eye on the unit card, then muck about with the camera to make sure the trees actually provide stealth coverage.
