I'm sure the full review is riddled with some ♥♥♥♥♥♥♥♥, but that snippet isn't exactly unreasonable.
To a new player, it might as well seem daunting, especially as TW: W2 seems to stretch you out a bit more with the ritual stuff and Chaos popping up right outside your door. It offers some luls to people who're familiar with the series (the review, I mean). If anyone wants to get into the game but decides whether to really do that or not based off of one review, well, they probably didn't really mean to do it.
