Plague claws do well against masses of infantry but skaven tend to win a sheer 'numbers' game and have plenty of tools to deal with elite regiments like warpfire throwers.
Lightning cannons fill a gap not easily otherwise handled. Killing numerically few (or individual) targets with a lot of hitpoints. The only other tool in the army that does that well are globadiers and their range means that by then its already tearing into your army. Better to kill it (mostly) dead before it ever gets the chance.
So if I have to pick one? I choose the cannon.
The Plauge-claw Catapult as you mentioned is good for seiges and against flying.
between the two, I like the Cannon a bit more cause it's handy for killing monsters that would otherwise wrek havoc.
