Phoenix guards are devotees of the High Elf creator and supreme god, Asuryan, who takes upon him the symbol of the Phoenix. The high kings of the High Elves are known as the Phoenix Kings. Every Phoenix king claim their sovereignty to have been granted to them by Asuryan himself, via Aenarion, the first Phoenix King. These are symbols, not an indication of their mounts.

Well, I just felt a bit let down. That's all. I mean top of dragon tree doesnt actually have any dragon.
I might be mistaken, but I believe the Star Dragon is on the top tree, and the Star and the Moon dragons are on the first level
