Report a translation problem
I'm not sure if it's because it was a manually added mod or not but so far by just using mods from the workshop I haven't run into any issues.
I hope you can figure out what's wrong.
We waited for the workshop, so all of ours were from there. We never did figure it out and eventually just gave up and hoped the issue would sort itself out in a few updates...
That doesn't effect anything without mods so I don't see why that would change anything with them. As it so happens, I tried that regardless, but I'm curious as to why you suggest that.
Because I was having the same issue you are having in co-op until my friend and I both set the game to dx11.
Was this with or without mods?
UPDATE: Just double checked again before we quit for the night to make sure, but it didn't do anything.
Might be worth a try.

I play a coop campaign with a friend every day and we run about 5 mods no problem.
When you go to the mod page in the workshop copy the page adress and send it to your friend so he goes to the exact same page.
