Lizardmen have highly armored and shielded melee infantry they can field, as well as monsters that can get into archer lines. Skaven have artillery, menace below, and their own shielded units that are also fast enough to get to the archers in time. Dark Elves have shielded infantry, as well as shielded archers that - while shorter on range than High Elf archers - can win out against them once you move them in range.
Nothing about the High Elf unit list is 'spectacular' aside from their long range archers. Dark Elves have better cavarly and (arguably) better infantry, the Skaven have great artillery, and the Lizardmen have way better infantry and monsters.
You can't nerf High Elf archers or the rest of their army just falls apart.
They suck vs Armored units
But I tell you right now, don't throw large sized units like dragons/eagle beast at archers. Arrows chew through flying units very fast.
HE vs HE, your best bet is to also use archers and focus fire 3 units vs 1. AI tends to spread the damage and that's a losing strategy. Also, your shock cavalry (the cheapest one) is a hard couter if you attack from multiple directions.
Here's a strategy. Send in first a line or two lines of spearmen in thin file (e.g. 3 row deep). They will soak up the first volleys. Then engage from range with your archers from behind the speamen line. At the same time send in 2-4 shoc cav racing up on the flanks all the way past their archer line. If the enemy archers take the bait to fire on the cav you pretty much win (Remember to alway run away from missile fire with the cav). If the enemy archers ignore you cav then charge them from behind. By now, your melee frontline should have been engaged. Try it out.
