Its not to much to ask for the empire to get 1 more along with wood elves 2 more and britonnia 1 more.
Boris is in the game with a unique model. You can play him w/ faction unlocker. You don't get any of the cool LL stuff like quests or a unique skill tree, though.
What makes Boris special or more interesting than, say, Katarina the Ice Queen?
In theory, Empire should also have Helborg (Reikmarshal), Schwarzhelm (Emperor's Champion), and Luther Huss.
Also, Marius Leitdorf (Averland's Elector Count) should be an LL as well, like Todbringer.
For most races, "more legendary lords," isn't nearly as critical, but because of how Imperial Offices work, they end up starved for LLs far more than any other faction.
Just the part where he's an Elector Count. I'd honestly say he's one of the less interesting Electors.
Like what, what does the empire have? a basic unit roster and 3 lords.
Nor will it ever help you get a personality and a girlfriend.
The guy was a legend in his own right.
Yeah, that's a Warhammer thing. 40k is the same way. Most of the major figures spend a lot of time out, in the field, fighting.
There are a few exceptions. Vlad von Carstein doesn't head out much now, but that's because (outside of TWW) he's faking his own death and letting Mannfred and Isabella cover for him. (Actually, IIRC, Mannfred thinks he's dead.)
40k's Emperor doesn't, but that's because he's been on life support for 10k years. Also a lot of the Primarchs are missing or dead, so that cuts them off from 40k.
Also, the part where major warlords will storm into melee is, in fact, consistent with Warhammer. So, yeah, no, this is part of the setting.
